You can in fact use the Dortania Open Core Legacy Patcher gui tool running on an M1 Mac to download a MacOS installer and create bootable media for an Intel Mac. Unfortunately they only support creating media for Big Sur and Monterey this way because of the Intel-M1 dual binary installer.
