I think the liquid cleaner is only for clothes. Right click on ground and you should get an option "clean blood". Make sure both the mop and bleach are in your main inventory. Bath towel+bleach, but make sure you right click on blood stains.

I remember that in vanilla you could clean blood stains with bleach/cleaning fluid, a bucket of water and a mop. Noy sure if it would work on these dirty spots tho
