From the 1980s onwards, scholars sought to understand public policy by investigating 6 key elements (actors, institutions, networks/subsystems, ideas/beliefs, contextual factors and events) that interact in what is known as policy process (JOHN, 2003; CAIRNEY and HEIKKILA, 2014).

Four analytical lenses of looking at the public policy process The policy process is the often dynamic and complex path the government takes to provide a solution to a socio-economic problem or concern facing its citizens.
It briefly highlights four analytical lenses for looking at the policy process and offers critical insights into influencing policy outcomes having an understanding of the complex constraints and non-linear dynamics that goes into the process.
