If you are in Europe and can afford it, then L-Tek pads is what you want (just don't get the bar, it is both costly and poorly designed, use a chair instead or build your own if you must). They are cheap and good quality. Soft pads are cheaper but are not as reliable. Fine for beginners, though.

Single pads are very rare and go for around $1000+ depending on demand, location, version, and quality. Full cabinets can range anywhere from $2500-$8500 or more. If you can find a full arcade cabinet or individual arcade pad in good condition, then this is the best option.
If you want to get into PIU at home for the cheapest possible price I'd honestly just recommend buying a soft pad from that Facebook page that sells them made for PIU. Even if it's only viable up to about s15, that's plenty of time for you to try and get your hands on some kind of hard pad (stepmaniax, actual arcade pads, diy, Ltek)
