Quality of care is one of the most frequently quoted principles of health policy, and it is currently high up on the agenda of policy-makers at national, European and international levels (EC, 2016; OECD, 2017; WHO, 2018; WHO/OECD/World Bank, 2018).
This article describes a framework and empirical evidence to support the argument that educational programs and policies are crucial public health interventions. Concepts of education and health are developed and linked, and we review a wide range of empirical studies to clarify pathways of linkage and explore implications.

Most NHQDR quality measures quantify processes that make up high-quality healthcare or outcomes related to receipt of high-quality healthcare. A few structural measures are included, such as the availability of health information technologies and workforce diversity.
Quality of care is the degree to which health services for individuals and populations increase the likelihood of desired health outcomes. It is based on evidence-based professional knowledge and is critical for achieving universal health coverage.
The committee grouped those skills and defined five overarching competencies needed by today’s health care professionals: provide patient-centered care, work in interdisciplinary teams, employ evidence-based practice, apply quality improvement approaches, and utilize informatics.
