Republic Act No. 10174, also known as the People’s Survival Fund Act, was enacted to provide long-term financing to help the Philippine government effectively address climate change. This law amends the Climate Change Act of 2009 (RA 9729) and establishes the People’s Survival Fund, which supports climate adaptation projects and initiatives.
The People’s Survival Fund (PSF) was created by Republic Act 10174 as an annual fund intended for local government units and accredited local/community organizations to implement climate change adaptation projects that will better equip vulnerable communities to deal with the impacts of climate change.
