In order to fix the issue with %CDKEY% (Issue 2) RA3.exe will need elevated privileges. Because the CD Key value is in the registry under HKLM which is write access protected. If you run the game via Steam, you may want to consider always running RA3.exe with elevated privileges.

You'd also need to check and see if Steam-version used that same crap-tastic DRM (they didn't always do that for Steam-version) - b/c that might be the easier way to go, these days. And would be worth checking if the DRM did get removed officially by EA for Non-Steam versions (i.e. for Retail and/or Origin), to make life easy and all.
Today I tried to play Red Alert 3 on LAN with my brother. He doesn't own the game. I boot up my PC and my Laptop and switch Steam to offline mode. I get RA3 to run on both machines. Enter LAN games, both players show up. So far so good. Then I tried to join. "You can't play with same CD keys".
As it turns out, Steam copies of RA3 use the same key regardless of who's playing (%CDKEY%), and resets it when you start the game. So short of blocking Steam from editing that folder (which may cause problems with it, so I don't want to), that's the fix.
