idk if you ever solved this, but the answer is to download CNCNet client. Set the in game resolution to 1024 or whatever you like, and make sure its on full screen client, which should set the client resolution to 1920.

21 Σεπ 2014 · StretchMovies=yes in ra2.ini does not work for Red Alert 2. A mod which would get StretchMovies=yes to work, in order to have fullscreen videos with retained aspect ratio, would be nice.
8 Ιουλ 2023 · Makes cutscenes fullscreen for 720/768/1080/1440p resolution. When using widescreen resolutions in RA2 (the base game), the game doesn't scale menus and cutscenes, and you have to watch them as if you're peeping through a door keyhole.
