It would be good to know how many of those are in Staff appointments and people in specialist roles where rank doesn't mean command appointments. Still, lots of people get out at Captain rank and there are still huge numbers of OF-3's
In the Army and Royal Marines these are known as Direct Entry and Late Entry officers. They will have had different experience and may have different skill sets.
