The vehicle(s) listed below will not be operated, moved, towed or left standing (parked) upon any California highway so as to cause registration fees to become due, nor transported over any California public highway or operated so as to cause off-highway vehicle identification fees to become due.
The owner of an OHV who does not wish to renew the registration must file a Planned Non-Operation Certification (REG 102) form and pay the required planned non-operation (PNO) fee prior to the registration expiration date. PNO is not required to be filed biennially.

The lienholder is not required to file a Certificate of Planned Non-Operation/Planned Non-Operation Certification (REG 102) if the vehicle was currently registered when the lien originated and subsequently expired while being stored by the lienholder pending a lien sale.
