Republic Act No. 6734 or the Organic Act which proposed for the creation of such region called the Autonomous Region in Muslim Mindanao (ARMM) was signed into law on August 1, 1989, by President Corazon Aquino [3][4] but had to be ratified through a plebiscite which was held on November 17, 1989. The Autonomous Region in Muslim Mindanao (ARMM) was created pursuant to Republic Act No. 6734, otherwise known as the Organic Act Providing for the Establishment of an Autonomous Region in Muslim Mindanao. This was strengthened by RA 9054 which expands the Organic Act for the Autonomous Region in Muslim Mindanao, amending RA 6734.
The 1987 Philippine Constitution authorized the establishment of the Autonomous Region in Muslim Mindanao (ARMM). Republic Act No. 6734 (August 1, 1989) governed the creation and operations of the ARMM which, in a plebiscite on November 17, 1989, encompassed Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi.
