Republic Act No. 6734 (August 1, 1989) governed the creation and operations of the ARMM which, in a plebiscite on November 17, 1989, encompassed Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi.
The present controversy relates to the plebiscite in thirteen (13) provinces and nine (9) cities in Mindanao and Palawan, 1 scheduled for November 19, 1989, in implementation of Republic Act No. 6734, entitled "An Act Providing for an Organic Act for the Autonomous Region in Muslim Mindanao."

(a) The present geographical area known as the Autonomous Region in Muslim Mindanao created under Republic Act No. 6734, as amended by Republic Act No. 9054, which shall subsist as such until this Organic Law is ratified through a plebiscite:

This document is the preamble and articles I-VII of Republic Act No. 6734, also known as the Organic Act for the Autonomous Region in Muslim Mindanao. It establishes the autonomous region in parts of Mindanao that vote in favor of autonomy in a plebiscite.
