The Ritual Skull is an unique type of Bilge Rats Treasure in Sea of Thieves. These Skulls are necessary for performing rituals, such as the one to start the Fort of the Damned Island Raid Event. The Skulls are valuable to the Bilge Rats who are willing to buy them for Bilge Rat Doubloons.
A lot of quests got removed when the new voyage system was introduced, and that included any sold by Larinna (e.g. Ashen Chest/Key, Thieves Haven run and of course, Ritual Skulls). I’d say your best bet is to look for roaming Skeleton Ships, or even the Fleet of Fortune if nobody’s about.

Sink skele ships or you can buy a voyage to get one from Larania at the outpost. The fun part is not obtaining the skulls. It's getting all of the lantern colors. -Skull stash voyage from lady outside of tavern. -Random ashen chest drop. -Random skeleton ship drop.

16 Φεβ 2022 · Perhaps the easiest way of acquiring a Sea of Thieves Ritual Skull is by completing the Skull Stash Voyages. These are one-chapter quests to find and dig up a Ritual Skull, but you’ll have to spend 40 Doubloons. To buy a Skull Stash Voyage, head to the Bilge Rat Black Market and meet Larinna.
Get 1 ritual skull and you can do the FotD twice with a single skull of destiny. Skeleton sloop sometimes drop a ritual skull, skeleton fleets will drop a couple, ashen winds and forts of fortune also guarantee them. You can also purchase a ritual skull voyage from Larinna.
