Roblox would have most likely issued a refund and the account would have been fine. Sadly you weren't aware of the rule. Roblox doesn't know if you made legit request or you're trying to game the system. I would email roblox directly and explain the problem and see if they can work with you.
You could probably get it back if you emailed them about the problem before you tried refunding or show them proof of purchase and proof of never receiving anything in your appeal. Your chances of getting unbanned is slim tbh.
