This is a windows error, likely you don't have permissions to where runelite is downloaded or the temporary folder it created for the install. Try locating the downloaded file (in the downloads folder most likely), paste it to a location where you know you have full access (your desktop is a good place) and execute it from there.
15 Ιουν 2022 · If you see ConnectionException in launcher.log this most likely means that launcher is trying to use Ipv6 instead of Ipv4 when connecting to RuneLite repository. If you downloaded launcher before July 7th 2018, redownload it from https://runelite.net.
In short, some software or certificate on your computer is intercepting the secure connection to download the launcher bootstrap. Either configure/disable/remove it or use the --insecure-skip-tls-verification launcher flag.
