A bolt of cloth is used in the Construction skill to build objects such as wooden beds, curtains and also rugs. They can be bought at the Alfred Stonemason's Construction Shop, run by Alfred Stonemason in Rimmington, at the Construction Supplies shop in the Ithell Clan of Prifddinas, or Bill's Construction Supplies in Fort Forinthry for 650 coins.
Alfred Stonemason's Construction Shop now sells modest quantities of bronze nails, bolts of cloth, a watering can, and low-level gardening plants to aid new players in starting to furnish their Player Owned House.
Unfortunately, there is no way to actually make bolts of cloth. There are three stores that stock them (four if you count the sawmill that has since been removed). Of those, only the one by the Rimmington house portal is available to free players.
