Open Files (or whatever file browsing app you like). Open the file, then tap the Share button to send to another app.
Just hit the Echo File button and then choose a SWF! Ruffle setup is required but it couldn't be easier: you just have to download & extract ruffle.js and its required stuff to the same directory! :)
