Primarily New Orleans. The whole Bayou Nwa is pretty much Louisiana. Nawlins. I would say New Orleans. I have a hunch that blackwater is based on St. Louis. From what I know the change to saint denis was a pretty late decision and they had to redo many of the voice lines.
San Denis is based off new Orleans, and the population of New Orleans in 1900 was almost 300k. San Denis does seem pretty condensed however so I assume if San Denis was real it would be less. It still has to be far over 1000 though
St. Denis is an unincorporated community in Baltimore County in Central Maryland, United States, located in Arbutus, south of Baltimore. It is located on the CSX main line between Halethorpe and Relay (the latter being the site of the Thomas Viaduct), and is best known as a stop on the MARC commuter rail (on the Camden line).
