Does anyone know how to evolve a seadra? I have it holding a prism scale and it's level 39 and still hasn't evolved. It doesn't hold the scale. Go to the scale in your bag and use it like you would an evolution stone.

Similar to Pokemon Clover, there is a soft level cap based on the next boss battle.
