The Rotom Catalog is a key item that allows you to change Rotom’s form. First, inspect all 5 electrical appliances in the secret room and let Rotom enter each of them. Rotom will change forms to match the appliance and the appliance will be added to the Rotom Catalog so you can change into that form wherever you are.

As the word "Eterna" was written into the key, they deduced that it must fit into something found in Eterna City.
