Go to Settings > General > Date & Time. Turn off Set Automatically, then tap Time Zone. Enter a location in the search field, then tap the result to change the time zone. To change the default date and time, turn off Set Automatically, then change the date and time displayed.

Tap on the date and time to manually set it to the desired values. Use the scrolling wheels to adjust the date and time to your preference. Make sure to set the correct AM or PM as well.
