To answer the question: Daily Roulettes, then highest level dungeon available (that doesn't end with a 0). More importantly, your issue is your Item Level (iLvl), not your level. To fix that, buy better gear.
Solo leveling: *Do your duty roulettee for dailies. *Do roulette that have the class in need you are leveling (eg tank in need, healer in need and dps in need). *Do fates inbetween waiting for roulettes if you have long queue times. *If you have HW completed do your wonderous tales and get 9 seals.
