24 Αυγ 2021 · Here are some mods I can recommend to help you with stray adoption in The Sims 2: Allow Strays on Community Lots – Re-enables allowing stray pets to appear on all community lots, even if your Sim does not have a pet with them. No Stray Respawn – Prevents the game from generating new random strays when the originals are adopted.
Delilah O’Feefe made friends with the stray dog Sheba but it left just before I could adopt it. I read elsewhere you can use a teleporter to summon the stray back, which I did using SimBlender and Inge’s Cat, but each time the dog immediately leaves and doesn’t allow interaction.
You can actually just invite the person over and click on them! There will be an option "Sell..." to sell a pet, or "Give..." to just give it to them. (Note that I play in a different language so I translated sell and give literally, but something like it should be there)

As long as the stray's needs are reasonably high, it will almost always stay on the lot long enough for a sim to make friends with it. Once that happens, the Adopt option will come up. At that point, x out all other actions so you can choose Adopt immediately .
