I basically use tm.fullhouse to add sims past MCCC max household allowed sims. The pregnancy should be available with your mod on these conditions? Yep it will only work when your sims try for baby, it doesn't let you add more sims in the household screen.
In MC 4.4.0 this is added. I think this is it: Added the “Maximum Household Children” setting for pet pregnancies (MCCC > MC Pregnancy > Pet Pregnancy Settings > Maximum Household Children). This number determines the maximum number of children that a pet have through pregnancies in their lifetime.
