I'd say the sketchiest areas trend to be near the river, particularly down near the end of downtown going south. Northernmost and southernmost Ocean street (and the nearby residentials) are notorious drug/homeless hot spots. Still, none of these areas are horrible. The bad elements is this city aren't really too centralized in my experience.
They’re referring to Lodging in the downtown area can be in some sketchy areas. Like the Holiday Inn on Ocean and the Hyatt on Broadway. Homeless walking around those areas all the time.
Do you mind clarifying what hills you're talking about? Some of the towns in the Santa Cruz Mountains? I live in Felton if thats the kind of sketchy hills you're referring to.
