  1. The best free & open-source pdf editor is available in Windows. Just recently found out that the Okular from the KDE project has builds for Windows of the current stable release. It is available as installer and portable.

  2. On the open source side, Firefox has a fairly good basic editor. LibreOffice has a Draw program that works well. On the liteware side, just for speed and some of the great speed features, I like PDFXChange. I generally recommend against Adobe PDF, free or commercial.

  3. Drawboard is the best pdf annotation software, hands down. Edge is good too. Also have a look at liquidtext, it has a fairly interesting feature set. If you want to take notes, but not necessarily on a pdf, then : OneNote is good, but notes are not stored locally by default. ScrbleInk is good.

  4. I want a good simple pdf editor that will allow me to both edit text boxes (on fillable pdfs) and write directly on the document with my pen. I was using Drawboard PDF for a while but I'm rather unimpressed with its stability (as in im finding it rather clunky).

  5. Windows doesn't have a free fully functional PDF editor like Macs. You're better off buying a cheap fully functional desktop one. I got mine from humble bundle called Ashampoo PDF editor.
