Grasscutter's Light is a bit more complex as the Attack % Bonus scales based on ER. For this example, let's give Raiden Shogun a reasonable yet generous 300% ER (200% above base).
Spine is def better than most of the 4 star alternatives. To my knowledge, Spine does slightly less dmg on her ult, but a lot more dmg on her E due to higher base attack. In short, I'd say it's on par with R5 Catch, maybe a little tiny tiny bit worse (bc the Ult is the majority of her damage).
What's your Raiden stats with Skyward Spine? My Raiden has: 2.4k Attack. 66% crit. 106% c.damage. 250% ER. 59% Electro Damage. My luck with EoSF has been terrible. Currently I uses 4 set EoSF with attack sand and cup as a copium because I have no luck with ER sand or Electro Damage cup.

Skyward Spine provides a high base ATK and a decent Energy Recharge. Its weapon effect offers a small amount of CRIT Rate and Normal Attack SPD increase. Additionally, every 2s, Normal Attack and Charged Attack have a 50% chance to trigger an additional DMG upon hitting enemies.
Skyward Spine is the more accessible 5* option. It gives Energy Recharge, a little Crit Rate, but increases her ATK SPD. It’s not much, but gives a couple more slashes during her Burst.
