In 1933, Franklin Roosevelt appointed Ms. Perkins as his Secretary of Labor, a position she held for twelve years, longer than any other Secretary of Labor and making her the first woman to hold a cabinet position in the United States.
As the first head of the newly created Social Security Board, Winant was instrumental in the crucial work of creating the organization that would carry-out the new Social Security Act.

A limited form of the Social Security program began as a measure to implement "social insurance" during the Great Depression of the 1930s, when poverty rates among senior citizens exceeded 50 percent. [2] The Social Security Act was enacted August 14, 1935 (89 years ago).
