Facebook is a good place to start, you can also try downloading the companion apps for the more popular boards (phoenix dartslive ect.) They all have a find a board near you feature, and start making phone calls to anywhere that has said boards set up and see if they run leagues or tournaments.

Soft tip leagues usually have games of 501 and cricket. 501, aim for bull and not 20's - you get 50 points for both bulls (single or double is 50 pts). This allows for different outs than steel tip as well.
