An assemblage is a particular arrangement of actors and other elements; often it is complex and has no clear centre of authority and power. Drawing on examples such as the submarine cable network, we introduce assemblage theorizing as one approach to the analysis of polycentric governing.
Assemblage theory provides an innovative approach to analysing governance and a unique position to understand processes and situations of polycentrism. It's strength lies in understanding constellations that involve large numbers and multiple forms of actors and in exploring governing relations that are informal and often subject to rapid change.
