Thanks to a guide and @ninja answering some questions I was able to go in and figure it out. This frustraited me for a very long time. I finally found a way to fix it so I am sharing it with everyone.
11 Φεβ 2019 · To fix the launcher, navigate to the Sonic Adventure 2 Steam folder, right-click Launcher.exe, and set its compatibility mode to Windows 7 or XP SP3 (Right-click, Properties, Compatibility Tab). Run the launcher, change the settings, and make sure to uncheck "Fullscreen."
Yesterday (December 31st 2019) I Downloaded sonic adventure 2 from steam and it took me nearly 4 hours to fix it since it had every problem I've seen reported. This will cover sonic2app.exe deleting itself, D3dx9_42.dll missing, and unable to make a save file.
31 Ιαν 2021 · It is likely that any of your Antivirus programs or the Windows Firewall is preventing the game to properly run on your computer. In either case, this can be fixed by simply turning off the said programs, or by making an exception of the game in these programs.
22 Νοε 2012 · Game doesn't launch. I can't start the game; using the launcher crashes as soon as I press "Save settings and launch", and going into /steamapps/ and starting the main EXE crashes instantly.
The links for steamcommunity.com in your post do have it right. If the launcher can't create the config files for you, you can get them from somewhere else and put them into the right directory. Then you can skip the launcher and let the game start directly via Steam.
