Choose one creature that you can see within range to make a Constitution saving throw. If it fails, the target is either blinded or deafened (your choice) for the duration. If the spell says "that you can see" then the caster can't cast that spell. If the spell requires a melee spell attack or a ranged spell attack, then the player rolls at disadvantage. Otherwise, the spell goes off without modification. If you are blind, you can still call down a fireball, "30 feet in front of me!"
As a general rule; single target spells with a save require you to see the target. Single target spells with a to hit roll don't require you to see but the attack roll will be made at disadvantage. Most area effect spells don't require sight to my knowledge.
