Spells that require a spell attack roll like acid arrow work like regular attacks that are made while blinded - with disadvantage. You don't have to see your target, but they'll be harder to hit - think Acid Arrow, Chill touch, eldrich blast. Fireball can target "a point you choose within range".
Blinded (...) You can blind or deafen a foe. Choose one creature that you can see within range to make a Constitution saving throw. If it fails, the target is either blinded or deafened (your choice) for the duration. At the end of each of its turns, the target can make a Constitution saving throw. On a success, the spell ends.
24 Οκτ 2023 · The spell can end a single disease or condition affecting a creature—namely, the blinded, deafened, paralyzed, or poisoned conditions. Thus, if your PC gets blinded and they or any of the party members have Lesser Restoration on hand, this spell can be a quick fix (particularly in battle).
If the spell says "that you can see" then the caster can't cast that spell. If the spell requires a melee spell attack or a ranged spell attack, then the player rolls at disadvantage. Otherwise, the spell goes off without modification.
