Given the cost of high speed internet service, and the cost of a computer that will run Star Citizen reasonably well, $45 isn’t that much for a game package. If it is too much, then you likely can’t afford the computer and internet either.

The in-game price tag for ships doesn’t change too often, though CIG did deliver a massive price hike back in Alpha 3.23 to give more value to some of the bigger ships that come with multiple functionalities.
Wait until Free Flys and then play for completely free during those periods and those periods only. Otherwise, paying for a $45 Starter Package, sometimes discounted to $40.50, is the cheapest way that's not TOS-breaking.
