As the ‘executive body of the highest organ of state power’, the State Council occupies a pivotal position in the Chinese constitutional system. The Head of the State Council—the Premier is a powerful man, rather one of the most powerful men of China at a given time.
Their primary responsibilities are to assist the Premier and Vice-Premiers to over-see various government portfolios. State councilors are part of a Standing Committee of the State Council, alongside the premier, vice-premiers, and the secretary general of the State Council.
Powers and Functions of the State Council of China. According to Article-89, the State Council exercises the following powers and functions: To adopt administrative measure, exact administrative rules, issue decisions and orders and verify their execution in accordance with the constitution, laws and decrees.
