The State Council of the People's Republic of China, also known as the Central People's Government, is the chief administrative authority and the national cabinet of China. It is constitutionally the highest administrative organ of the country and the executive organ of the National People's Congress, the highest organ of state power.
Powers and Functions of the State Council of China. According to Article-89, the State Council exercises the following powers and functions: To adopt administrative measure, exact administrative rules, issue decisions and orders and verify their execution in accordance with the constitution, laws and decrees.
As the ‘executive body of the highest organ of state power’, the State Council occupies a pivotal position in the Chinese constitutional system. The Head of the State Council—the Premier is a powerful man, rather one of the most powerful men of China at a given time.
