Oddly, it doesn't look like you can create a PDF from scratch only open ones already created, however you can use the "Pages" app that is free and comes with Mac OS (on some computers you have to download it from the Mac App Store but it is free, or $9.00 on older Macs).
If your PDFs include functionality beyond what Preview can handle (and the PDF spec has lots of things that Preview doesn't support), this is the right answer. The team at PSPDFKit, who make this app, is one of the most knowledgeable teams when it comes to PDF content that I've ever interacted with. Start with Preview, though.
For those who are unaware, you can download a free copy of the majority of textbooks via the link provided below. I used this and saved money by not having to purchase several textbooks I would have otherwise needed this semester.

If you are a high school student, the Textbooksfree website is a good choice for you. If you want to find the primary and secondary school resources, please go to the Free Kids books website.
