It has been replaced by the Scanners and Cameras Folder, which is similar in function to folders like Printers and Dial-up Networking. Windows substitutes the name of the tool you want to run for %1%.
Each tool in Control Panel is represented by a .cpl file in the Windows\ System folder. The .cpl files in the Windows\System folder are loaded automatically when you start Control Panel. Note that Control Panel files are sometimes loaded using entries in the [MMCPL] section of the Control.ini file.

26 Νοε 2010 · This System Properties window can also be opened directly from Run window by executing the command sysdm.cpl. System properties has the settings categorized into 5 tabs, and each of the tabs has a dedicated command to open directly.
On the left side of the screen you will see a link for Advanced System Settings. You can also call them directly my pressing the windows key and R (which will bring up the run box) and typing control sysdm.cpl. Let me know how you get on or if you mean something else.
