I've had several instances in which I was sent a group text (MMS) while my phone was turned off. When I boot it up the next morning, it shows the "tap to download" icon, but when I press it, nothing happens. There is no way for me to get it to download.

APN: fast.t-mobile.com (LTE) or epc.tmobile.com (non-LTE) MMSC: http://mms.msg.eng.t-mobile.com/mms/wapenc. MMS protocol: WAP 2.0. MCC: 310. MNC: 260. APN Type: default,supl,mms or Internet+MMS. Save the settings.
I have mine set to allow MMS if cellular data is off, Allow MMS if cellular data is off while roaming, and Automatically download MMS. Just did a test with those settings for my MMS and am currently roaming. It seems to successfully send. Have you checked with T-Mobile's 611 to see if there's a data block or other issue with your line?
If you are using an iPhone and also have Digits setup for that number. Also depends on if you are using a SMS/MMS client that supports accessing your texts through a web interface, like Pulse on Android offers for a monthly or lifetime fee.
