Children should never be excluded from an activity because you don't have consent to take their photo or video. Instead, you should find a way to make sure anyone filming or taking photographs is aware of who hasn’t given consent for their image to be used.

Is it legal to take photographs of children without permission? It is legal to take photographs in public, even of other people or children, without the permission of the people in the photograph (or their parents, in the case of children).
Free and informed consent is necessary. Young children cannot give consent to the use of their photographs without assistance from a parent or caregiver. Obtaining a child’s consent is not enough to justify putting a child at risk.
