(a) Sections 3 and 4 of Republic Act No. 8186, as amended, which provides for the Maximum Tenure-in-Grade and Maximum Tenure in Position, are hereby repealed; (b) Section 4 of Presidential Decree No. 1638, which deals with optional retirement, is hereby amended;

Contracting or subcontracting, when undertaken to circumvent the worker's right to security of tenure, self-organization and collective bargaining, and peaceful concerted activities pursuant to the 1987 Philippine Constitution, is hereby strictly prohibited.
