  1. Step 1: Owner obtains a completed Law Enforcement Identification Number Inspection (Form VTR-68-A) from an authorized inspector. Authorized inspectors can be found by contacting an MVCPA grantee organization or by contacting a TxDMV Regional Service Center.

This inspection is often needed to obtain a bonded title, register a homemade trailer, register a vehicle that previously hasn’t had a title, or for other reasons.

  5. The 68-A inspection is a Law Enforcement Vehicle Identification Number (VIN) Inspection for titling purposes or to determine if an assigned or re-assigned VIN is necessary for titling. This is not a safety inspection, nor do we provide a weight scale.
