Texas school districts and charters are overseen by school boards. The boards of independent school districts are elected by the citizens of their communities, while the boards of charter schools are appointed.
These school board members (or trustees) are guardians of the public trust; they put the interests of their community's youth first. Through the policies they make, school board members are ultimately responsible for the success or failure of local public education.
A school board member holds the rights and obligations of the office until replaced by a duly-qualified successor. Tex. onst. art. XVI, § 17. The office changes hands only when another person has been elected (or, in the case of a board member’s resignation, appointed) to the office and has taken the oath of office.

School Governance. The commissioner of education has the authority to appoint a monitor, conservator, management team, or board of managers to oversee low-performing districts under the Texas Education Code (TEC §39A.002 and TEC §39A.004). Each of these appointments has a distinct role.
