I think in TF2, Heavy has a pretty solid array of weapons. However, I think many are too similar to stock. I'm going to suggest several changes I think would add more variety to his weapons. Minigun: No changes, seen as baseline for weapons balancing. Tomislav: No changes, is already on par with stock and has its use cases.
