Okay, you can tell Windows to treat the bios time as UTC, or tell Mac to treat the bios time as localtime, it's just the same thing.

The easy way is to set Windows to use UTC, I didn't test with Windows 8 but I think will work. Start with Windows and create a new file with the name setUTC.reg and paste this text inside: Windows Registry Editor Version 5.00.
27 Αυγ 2009 · Macs (like linux/unix) keep the system clock at UTC and apply the timezone as a modifier for display. Windows keeps the system clock at local time. Hence, if Windows realises its clock is "wrong", it will fix it. One workaround therefore would be to deliberately set your Windows timezone to UTC. –
