Titanium Dioxide - Safe Cosmetics. Titanium dioxide (TiO2) is used in a variety of personal care products, including sunscreens, pressed powders, and loose powders, as a UV filter or whitening agent. In lotions and creams (dermal exposure), it is not a risk for adverse health effects.
In October 2020 the SCCS confirmed the safety of TiO 2 in a range of cosmetic applications, including face products in loose powder form and hair aerosol spray products. In their latest opinion published on December 2023, SCCS concluded that some types of TiO₂ are subject to additional testing.
On the basis of safety assessment, the SCCS is of the opinion that the use of pigmentary titanium dioxide (TiO2) up to a maximum concentration of 25% in a typical hair styling aerosol spray product is not safe for either general consumers or hairdressers.
