It was announced by ZUN on his personal blog on April 22, 2015, at 20:57 JST. A playable demo was released on May 10, 2015, at Reitaisai 12.
This Touhou game has a completely new mechanic. The game features Ability Cards (56 of them). Most of them can be either equipped or bought at a shop menu that appears at the end of the stage.
