It's not on Steam. You should be able to get TRS2009 for free, for PC from the developers here: http://ts2009.trainzportal.com/free/ (I already own it, so can't claim it again)
In Train Sim World 2, you'll be basically purchasing routes with less locomotives and rollingstock. In fact, if you play TSW 2 on console (excluding the Xbox Series X and PS5) then you won't be able to transport more than 50 freight cars which really limits the experience for me.
