Pretty accurate. Although in university its called different things: 70%+ is a first. 60%-69% is a 'two one'. 50%-59% is a 'two two'. 40%-49% is a 'third'. Below 40 is fail. The letter system is used in the last two years of high-school (A levels) and a number system used for GCSEs.

Depends on the exams. Exams are created and changed. Some exams may be extremely difficult and the average grade is 60%. Another exam may be easier and the average at 70%. Without letter grades, the class who got 70% would appear to know the subject more than the 60% class.
