Except as provided in Section 4216.8, “excavator” means any person, firm, contractor or subcontractor, owner, operator, utility, association, corpo-ration, partnership, business trust, public agency, or other entity that, with their, or his or her, own employees or equipment performs any excavation.

California Government Code 4216 states that on January 1st, 2021, all California utility members of USA North 811 will be re-quired to use the Electronic Positive Response system when re-sponding to excavator tickets. Electronic Positive Response is a system that encourages communication from member utility
Contact USA North 811 at least two working days before you start your project. Wait for the utility partners to respond or locate their utilities. Confirm all utility partners on your ticket have responded and your start time has passed. Dig safely around your site and respect the utility markings.
